  • Most serious violations
  • Continued bombardment and blockade:
  • The coalition of aggression continues its targeting campaign against the Yemeni people, using all types of weapons and committing more killing-spreading and destruction-inflicting crimes on a daily basis in the form of airstrikes, artillery bombardments, and bomb attacks: The coalition has committed more than 4000 attacks in total (360 airstrikes, 4 bomb attacks, and 3707 artillery bombardments). It’s worth mentioning that these airstrikes and bomb attacks, whither currently used bombs or old ones, caused the death and injury of as many people in July 2021 as 41 persons, among them women and children of different age[1].
  • In addition, the coalition of aggression’s crimes include the conduct of imposing a continued blockade, closing all access points into Yemen, and preventing the entry of fuel—such practices fall into the category of war crimes that have to do with using starvation as a weapon to eliminate people. What confirms this is the recent statement of the oil company, in which the company has made clear that the coalition of aggression is still holding four ships for varying periods that reached 7 months, including a ship loaded with diesel, another ship loaded with gas, and two oil ships with a total tonnage of 59,966 tons of gasoline and diesel. The coalition of aggression also continues to increasingly commit more violations by striking residential populated areas and by bringing more foreign fighters to the Western Coast of Al Hudaydah Governorate.
  • Killing two war prisoners and cutting their heads off by takfiri groups:
  • In a new violation of international humanitarian law and international laws, the coalition of aggression’s tools known as Al Qaida and ISIS cut off the heads of two war prisoners from the military and popular forces in Al-Bayda Governorate.
  • According to the 16 July statement released by the National Committee for Prisoners of War Affairs, militants from takfiri groups killed two war prisoners (Saqr Ghanem Rashid Hussein Al-Maliki and Muhammad Ahmed Murshid Tawaf) and threw their corpses, which were found sometime later after these militants fled the area (an area located in Al-Zahir District, which is now under the control of the Yemeni Military backed by the popular forces).
  • In the face of such violations of the rights of war prisoners, the UN, Security Council, and Human Rights Council have remained silent and even have not published any statement to condemn and criminalize these violations that are considered as crimes according to the Third Geneva Convention.

 

  • Raising customs duty and counterfeiting of currency: crimes against the Yemeni people
  • Sticking to its arbitrary practices as a tool used by the Saudi-led coalition of aggression, the so-called Hadi government has doubled the customs duty, paid in dollar, from 250$ to 500$ in late July in a move that is expected to push up the price of goods and commercial shipments and that represents a continuation of the collective punishment imposed by Saudi Arabia and its allies to increase the suffering of the Yemeni people, a move that is part of its 2015-launched aggression against Yemen. In a statement published by the Federation of Yemen Chambers of Commerce and Industry in Sana’a on 28/07/2021, the federation expressed its solidarity with the federation in Aden and pointed out that the decision would directly lead to famine and badly affect internal trade and the movement of the supply of goods to all governorates[2].

This irresponsible decision, like many other decisions that aim at pushing the Yemeni economy towards collapse and increasing famine among the Yemeni people, cannot be justified and amounts to a crime aims at intensifying the blockade and starving the Yemeni people. It is worth mentioning that the occupied areas have been seeing a dramatic increase in prices and the devaluation of the Yemeni riyal against the dollar by 1000 riyal for 1$ due to this decision, which was accompanied by pumping newly printed currency ( in the form of 1000 riyal notes) into the economy by the so-called Aden government after being asked to do so by the coalition of aggression.

In a previous statement by the Central Bank in Sana’a Governorate, the bank warned against using the currency that the Central Bank in Aden pumped into the market at the behest of the coalition of aggression and its tools and stressed that such a currency is a counterfeit currency and cannot be legally used in any region under the control of the Government of National Salvation. In addition, Yemeni laws criminalize such practices against the local currency and consider them a punishable crime, as it is addressed in chapter 8 of the General Provisions on Crimes and Punishments entitled “Fraud/Forgery”.[3]International law criminalizes such acts as a crime against the security of humanity.

 

  • Forced departure and emigration against Yemeni workers
  • The Saudi authorities use all means to make gains in its aggression against Yemen and force the Yemeni people to bend the knee, even means that represent clear violations of human rights. It is worth mentioning that the Saudi regime is playing the labour card against Yemeni workers on its soil and keeps chasing them, depriving them of their rights, and deporting them.
  • A new economic war (one of a kind) and collective punishment is being carried out against all Yemeni emigrants, especially those working in the southern areas of Saudi Arabia (in Najran, Asir, Al-Baha, and Jaizan), who found themselves facing an arbitrary decision that calls for terminating the contracts of employees and workers in various fields and sectors—a decision proved to be true by an official document issued on 27 July 2021 by the Saudi Health Ministry, demanding the sector of human resources at Mashari Hospital in Al-Baha Area to stop making or renewing contracts for Yemeni doctors. Indeed, the Saudi authorities is directing warnings to Yemeni workers in all Saudi facilities in the south and seeks to terminate their contracts, including academic employees in public and private sectors, medical employees working in hospitals and medical facilities, and workers in commercial establishments.
